British Columbia: Teacher escapes charges

VICTORIA - A teacher who admitted to taping a Grade 2 student's head to a desk will not face criminal charges because it is not in the public's interest, the island's top prosecutor said yesterday. "She had a judgment lapse of short duration, using inappropriate restraint on a child who'd been acting up," said Crown lawyer Robert Gillen of Kathryn Taylor-Collins. The boy's grandmother reacted: "She snapped once -- who's to say she's not going to snap again?"
