Woman Loses Death Row Appeal

WASHINGTON -- Death row inmate Judith Ann Neeley is one step closer to
becoming the first woman executed in Alabama in more than 40 years. The U-S
Supreme Court has turned down Neeley's appeal for the 1982 murder of a
Rome, Georgia teenager, Lisa Ann Millican. Her body was found dumped down a
north Georgia mountain. She had been stabbed, shot, sexually assaulted and
injected with drain cleaner.

Woman's Execution Is Stayed

SOUTH BEND, INDIANA -- A federal court in Ohio has stayed the Indiana execution
of a woman who was sentenced to death for a 1984 multi-state killing spree.
Debra Denise Brown was set to be executed next week, but she appealed her
sentence to the court in Ohio... since she also faces the death penalty in
that state for
another murder. Brown and co-defendant Anton Coleman were accused of eight
murders, seven rapes, three kidnappings, and 14 armed robberies in Indiana,
Kentucky, and Ohio in 1984. One of the victims was a seven year old Gary
girl, Tamika Turks.

Foster Sentenced

LEXINGTON, KENTUCKY -- The only woman ever to be on Kentucky's death row
will spend the rest of her life behind bars. Lafonda Fay Foster has entered
a plea agreement... saying she will never appeal her sentence. Under the
deal, Foster will be imprisoned for life without the possibility of parole.
Foster was sentenced to death in 1987 in connection with a killing spree in
Lexington. The State Supreme Court had set that sentence aside in 1991.
Foster killed five people in one night in 1986.

Woman Arrested After Double Shooting

MONTROSE, WEST VIRGINIA -- A 40-year-old Montrose woman is facing charges
after a double shooting. State police say they arrested Terry Stephenson
after she allegedly shot two people in a trailer. The victims are being
treated at Davis Memorial Hospital. Troopers captured Stephenson after
firing tear gas into the trailer. She was found hiding in some hay behind
the home. Troopers are NOT commenting on what led to the shooting.

Investigation Into Baby's Death

BROOKLYN PARK, MINNESOTA -- The Brooklyn Park police department is investigating
the death of a newborn infant. Captain Greg Roehl says his department was
contacted by Children's hospital in Minneapolis last Thursday. Hospital
officials say they examined a 17-year-old patient and discovered that she
had delivered a baby, but the baby was no where to be found. Authorities
discovered the baby's body at the 17- year-old home. The department is
waiting for word on the cause of death from the Hennepin County Medical
Examiner.

Sitter Charged With Shaking Baby

BATON ROUGE, LOUISIANA -- A Baton Rouge baby-sitter is in jail on murder
charges. Police say the nine-month-old boy she was baby-sitting died of
shaken baby syndrome. Theresa Kerry got the boy, Javele Abuwi, Thursday
morning. When the boy's father picked him up that afternoon... the baby was
motionless. Kerry is charged with second-degree murder.

Deputy On The Loose

NACOGDOCHES, TEXAS -- The search is on throughout East Texas for a Louisiana
deputy sheriff. Sergeant Dora Youngblood is a juvenile investigator from
DeSoto Parish. She was arrested on drug possession charges near
Nacogdoches, Texas. Members of a narcotics task force stopped her car and
allegedly found more than two pounds of cocaine hidden inside. She was
handcuffed... but managed to escape into some nearby woods. She may have
called a relative in Mansfield. Tracking dogs and a helicopter are helping
in the hunt.

Five Convicted Murderers Seek Clemency

COLORADO -- Clemency requests for four women and a man have been submitted
to Governor Roy Romer. Attorneys for the convicted murderers claim all five
were victims of violence, beatings and sexual assault. Romer has agreed to
consider the petitions because of his concern for domestic violence
victims. But prosecutors and family members of the murder victims say the
killers deserve their punishment. Romer is expected to make a decision just
before he leaves office this week.

Colorado Outgoing Gov. OKs Clemency

DENVER, COLORADO - On his last full day as governor, Gov. Roy Romer granted
clemency to three women and one man convicted of killing people they say
abused them.

``I'm not trying to encourage people to use force, but sometimes you have
to understand the human circumstance,'' Romer said Monday. He finishes 12
years as governor today and remains co-chairman of the Democratic National
Committee.

Debra Muniz, sentenced to six years for the shooting death of her husband,
had her sentence commuted to two years already served. Her 23-year-old son,
Zachariah Muniz, had his six-year sentence commuted to parole.

Romer said he believed the two deserved mercy because they saw no other
escape from Dwayne Muniz, who had a reputation for beating his wife and
children. Romer said authorities had failed to help the family.

Two other women had their sentences reduced, though neither will be up for
parole immediately.

Romer refused to grant clemency to four women who also claimed they killed
abusers. On each of the decisions, he agreed with a special advisory panel
he created to review requests for clemency.

During his administration, Romer worked to strengthen laws and penalties
for domestic violence offenders and to improve prevention and services for
victims. Despite his efforts, some who advocated for clemency said the law
does not provide enough protection for victims of domestic violence.

EX-TEACHER GETS 6 MONTHS IN SEX-WITH-STUDENTS CASE

FAYETTEVILLE, NORTH CAROLINA -- The mother of a teen-age boy who had sex
with his teacher thinks six months in prison is too light a sentence for
the woman.

``I don't think the sentencing was fair,'' she said after Laurie Christine
Rehrer, 33, a former teacher at New Hope Christian Academy, was sentenced
Thursday in a Cumberland County courtroom.

``I think had the daughter of some high or political official been raped or
molested, especially in school or out of school, I think they would have
given that person more time,'' the mother said. ``They would not have
given them six months. With it being a schoolteacher who we trust our
children to, I think that makes it worse.''

Rehrer was accused of having sex with two male students at the
Fayetteville-area school last March and April. The boys were 14 and 15
years old at the time.

In a plea agreement, she pleaded guilty to four counts of taking indecent
liberties with a minor. Rehrer originally was charged with three counts of
statutory rape, three counts of statutory sexual offense and four counts of
taking indecent liberties with minors.

Besides her six-month prison sentence, Rehrer was placed on probation for
five years.

Judge E. Lynn Johnson placed a number of conditions on Rehrer's probation:
that she not be allowed to be around boys younger than 18, that she pay for
the victims' counseling, and that she obtain counseling for herself.

She also is forbidden to work in schools and other facilities that serve
children and must register as a sex offender.

``Her behavior was unacceptable and inexcusable. She brought a grief on my
family and has taken an innocence away from my child that he can never get
back,'' the boy's mother said. She said her son is in home schooling now.

New Hope Christian Academy is affiliated with New Hope Baptist Church,
where Rehrer's father, Carl Rehrer, is pastor; he also is the school's
principal.

Laurie Rehrer was fired after warrants for her were sworn out.

In the days after her arrest, Carl Rehrer said: ``She's my daughter, and I
love her. But when she was in school, I was not her dad. She got no special
preference.''

He declined to comment when reached Thursday.

A DELCO BABY-SITTER IS ACCUSED OF MURDERING A
1-YEAR-OLD GIRL BY THROWING HER TO THE FLOOR.

Her nerves frazzled by the two crying babies entrusted to her care, Tricia
Muff raised 1-year-old Madison Bierling's tiny body and threw her on the
floor, she said in a statement read in court yesterday.

``I was nervous. I threw her down on the living room floor and ran,'' she
told police in a statement. ``She was just
limp like a doll.''....

A 24-year-old woman has pleaded guilty to charges that she helped place a
teenager's head in a noose before the girl was hanged, smashed repeatedly
in the head with a rock, and left dead in the woods of Clearfield County.

Tracy Lynn Lewis' case was the fifth to be resolved in the Kimberly Dotts
murder case. Two others await trial....

JUDGE GRANTS REQUEST TO IMPORT JURY FOR TEEN'S MURDER TRIAL IN CLEARFIELD

CLEARFIELD -- A 16-year-old girl accused of hanging another girl and
smashing her face with a rock will be tried in her home county with an
imported jury, a judge said.

Common Pleas Judge John Reilly on Wednesday granted a change of venire,
meaning a jury from another county will be empaneled and transported to
Clearfield, for the trial of Jessica Holtmeyer in the May death of
15-year-old Kimberly Dotts.

Reilly said media coverage has made it impossible for Holtmeyer to have a
fair trial with....

GIRL, 14, GETS 6 MONTHS IN TORTURE-SLAYING CASE
TERESA WOLFE AGREED TO TESTIFY AGAINST OTHERS ACCUSED
OF THE MOTHER'S DAY HOMICIDE IN CLEARFIELD COUNTY.

The 14-year-old girl who tightened a noose around the neck of a 15-year-old
and watched as she was tortured, hanged and bludgeoned to death drew a
sentence yesterday of no less than six months in a juvenile detention
center.

Jodi and Richard Dotts of Curwensville, whose daughter Kimberly was slain
May 10, Mother's Day, sat quietly during the sentencing of Teresa Wolfe.
Kimberly's grandfather, however, complained that Wolfe's sentence was
light....

COUPLE CHARGED IN ABUSE CASE REUNITED WITH YOUTH, 16

Prosecutors say a Livermore woman accused of beating, neglecting and
starving her disabled stepson appears to have changed her behavior since
regaining custody, and they are seeking a swift end to the case that
includes no jail time.

June Haines, 43, was charged with felony child abuse in July. Authorities
believe the 16-year-old boy, who has Down syndrome, was mistreated for up
to six years by his stepmother....

PLUMMER, IDAHO -- A Plummer woman was arrested on suspicion of stabbing a
man with a fork Jan. 4. The man is believed to be her husband. Ardena M.
Garcia, 27, was arrested by tribal police and charged with assault with a
deadly weapon,
battery and reckless endangerment in the incident. Police said the man,
Zeno Jose Garcia, was stabbed in the arm with a fork, threatened with a
butcher knife and struck at a Seventh Avenue residence about 6 a.m. He then
walked to the Plummer....

Girl Who Arranging `Hit' Sentenced

ROME, GEORGIA - A 15-year-old girl was sentenced to two years probation for
offering to pay a classmate $100 to kill another high school student.

The girl, whose name was withheld because she is a juvenile, was also
ordered Wednesday to attend peer group counseling.

Investigators said a male student at Armuchee High School who overheard a
conversation between the two teen-agers in May reported it to the school
principal, but said he did not think the girl was serious.

Teen Sentenced For Poison

JANESVILLE, WISCONSIN -- A teenage girl will spend a year in an Eau Claire
juvenile prison for pouring household cleaner into a coffee pot. The
15-year old says she wanted to poison her mother's new boyfriend. Police
say her mother called police after she noticed a strong odor of pine coming
from the coffee pot.
Neither the mother nor her boyfriend drank any of the tainted coffee.

FORMER BANK TELLER INDICTED IN THEFT//WOMAN ACCUSED OF
TAKING MORE THAN $500,000

A 61-year-old Stanchfield, Minn. woman, who has worked for a Rush City bank
for more than 30 years, was indicted Wednesday by a federal grand jury on
charges that she stole more than $500,000 from the bank over more than a
decade.

Gladys Skogman of 45990 Acacia Trail was charged with bank fraud. Federal
authorities are seeking the forfeiture of the $560,000 that was stolen from
the bank and Skogman's house and other property....
